BRASÍLIA – O Conselho Nacional de Política Energética (CNPE) aprovou a adesão do Brasil a uma série de organismos internacionais no setor de energia. Entre elas está a assinatura da carta de cooperação dos países produtores de petróleo, no âmbito da Opep. A media inclui o país no fórum especializado da organização e não vincula aos mecanismos praticados por outros membros, como cortes de produção.
O ministro de Minas e Energia, Alexandre Silveira, fez questão de deixar claro que a adesão não se trata de uma entrada à Opep+, mas de um fórum de discussão e acompanhamento do setor dentro da Opep.
Também foi aprovada a adesão à Agência Internacional de Energia (IEA) e à Agência Internacional de Energias Renováveis (Irena). Este é o primeiro passo para que o Brasil se torne um país membro dessas organizações. O assunto ainda passa pelo Congresso Nacional e a adesão só é concluída por meio da aprovação em lei.
No caso da carta de cooperação da Opep, o fórum foi criado em 2019 como resposta ao aumento da produção pelos Estados Unidos e a redução influência do controle de preços promovido pela organização a partir dos cortes da produção. O presidente Lula recebeu o convite de adesão durante a COP28, em novembro 2023, em Riad, na Arábia Saudita.

Ele não pode deixar de participar do fórum, em especial nesse momento, que é importante ressaltar, quando as loucuras se sobrepõem à racionalidade, como é o caso que nós temos visto pelo novo presidente americano. É hora de sanidade, de equilíbrio, de buscar consenso, chamar a ciência e a realidade”, disse o ministro.
O interesse do Brasil, com a adesão, é acompanhar as discussões de como os mercados estão influenciando nas perspectivas de oferta e demanda por petróleo, bem como entender as modelagens e percepções desse mercado.
Segundo Silveira, a contribuição brasileira se dará pelo papel do petróleo na transição energética e a importância dos biocombustíveis para a descarbonização, colocando o país como potencial fornecedor desses biocombustíveis.
